Garden Art Question

I'm making these garden art projects for our garden club plant sale this year. I've got the beaded fountain sprays down to a good process, but the little gazing balls covered with glass pebbles have me stymied. I've tried hot glue, e6000 quick dry, roughing up both the pebbles and the plastic globe that they go on. They go together well, but when I put them in the garden to test how the glue holds, all the pebbles are laying on the ground by morning....argh! Does anyone know of a good glass glue that dries quickly so the pebbles won't slide off and that will hold up to inclement weather in the garden?
